Scotland operates under the Building (Scotland) Act 2003 and Building (Scotland) Regulations 2004. Unlike England, Scotland requires a Building Warrant to be granted before most building work commences. New Build Heat Standard (April 2024)

Compliant alternatives include air source heat pumps, ground source heat pumps, and electric heating systems.

Building Warrant Process

Applications submitted via the eBuildingStandards portal (ebuildingstandards.scot). The local authority verifier has 20 working days to process most applications. A Completion Certificate must be accepted before a new building can be occupied.
