Republic of Ireland Building Regulations – Comprehensive Guide
Ireland's building standards are governed by the Building Control Acts 1990–2014. BCAR Compliance System
BCAR requires: a Commencement Notice on the BCMS before construction; an Inspection Plan by the Assigned Certifier; documented inspections during construction; and a Certificate of Compliance on Completion (CCC) signed by the Assigned Certifier and Builder. Buildings cannot be occupied until the CCC is validated on the Building Control Management System (bcms.ie).

Part L – Nearly Zero Energy Buildings
New dwellings must achieve NZEB (nearly zero energy building) standard: well-insulated fabric (walls 0.18 W/m²K or better), air permeability of 3 m³/(h.m²) or better, mechanical heat recovery ventilation, and heat pump or solar thermal system.
